I would assume those are changes from 2014. There was no UKIP candidate in Crompton last year.

Hounslow council's twitter account insisted four minutes ago that the result has not yet been declared. It seems to me than they were saying saying to Twitter to wait for the official declaration (i.e. the result has leaked).
