There is a proposal to parish the whole of Swindon. Currently there is a mixture of parish councils and an unparished area, the later covers the original town of Swindon & West Swindon. There are a number of the urban areas that are parished, as the town expanded into the Parish's boundaries. First thought is that urban parishes can work and be popular, and should be easier to set up. But if someone comes up with a plan to put everywhere into parishes it means they are forced onto areas which don't have any interest in them. Easy to find that discredits the whole scheme.

Milton Keynes does indeed have urban parishes, and it's an interesting model because some of them cover very small populations.

Does anyone know if the Milton Keynes parish boundaries are historic ones or created once the town had grown up into that area?

I'm pretty sure that all the urban ones are new and drawn up after the town had been planned.
