Parish councils are probably not a good match for every part of the country and if there is a desire to abolish one then it should be abolished. Welwyn Garden City is a good example of an area where the parish council was seen as unnecessary and abolished after years of political effort. Parish councils are sometimes dysfunctional, and there is no good reason to prohibit their abolition. A good option however may be the system used in Wales whereby all areas are parished, but not everyone has a parish council, The parish can be given a parish council if there is a desire for one fairly easily because there will be no need for a debate about boundaries.

I would ban the abolition of Parish/Community councils and would want them extended to cover the whole population. Even if people don't want them? Yes because they are grass roots democracy.

About ten years ago the chap running the South Yorkshire Standards Agency was discovered to have syphoned off loads of money leaving the SYSA more or less bankrupt. Sheffield Council ran the SYSA on behalf of the four councils, leaving "the Sheffield taxpayers" with a big hole in their finances. Therefore, Sheffield Council should be abolished.....? Why wasn't it part of the Joint Secretariat?

Why wasn't it part of the Joint Secretariat? Dunno. Maybe because it's not Fire & Civil Defense, not Police, not Transport and not Pensions. One of the oddities of the 1974/1986 reorganisation. I think before 1974 Counties and County Boroughs did trading standards, and Sheffield as the largest County Borough took over as the county Trading Standards.

Aah trading standards, I wondered when I saw standards! I thought that the joint secretariat was a 1986 creation? Also I vaguely remember that there was a woman who skimmed loads of money from lab services as well?
