Basically, Conservative % vote on the x axis, Labour % vote on the y axis. Colour changes according to who won the most seats.
The best way to make sense of it is to pick a borough and then animate it - the one you pick will show a trail and you can compare it to the trend in the others.

Mine was delivered this morning. And I collected mine from the Post Office on Tuesday. The volume is excellent value for money, despite a few mis-prints. From the on-line text I was able to advise of some errors in the Harrow data before the GLA went to print; unfortunately I didn't spot that David's ward of Westbourne is accidentally confused with West End ward on the Westminster borough map.
