Visited Norwich this week and could see how the northern boundary of the City Council is idiosyncratic, extending out as far as Norwich Airport and the A1270 ‘Broadland Northway’ a relatively recent outer northern ring road, but in other places pulled back tight towards the inner city to exclude contiguous suburbs such as Hellesdon, Sprowston and Thorpe St Andrew.
There must be a good case for an outward expansion of the City Council to include at least some of these suburbs. However that might make Broadland DC unviable and the rural areas would presumably need to be merged with North Norfolk DC, despite the size of the resulting local authority area.
Any thoughts from anyone with local knowledge?. I note that Robert Waller has highlighted the current arrangements as being as odd as Leicester or Nottingham.
I am less familiar with the southern side of Norwich but presumably the A47 would make a good boundary.

Thanks, using parishes would have created quite a ragged boundary dragging some outlying villages into the unitary authority unnecessarily, presumably just on the basis that those parishes included some land inside the Northern Broadsway. Interesting that Drayton, Taverham and Thorpe Marriot in the NW were not to have been included.

This version of Greater Norwich would also include abolition of Broadland district, with North Norfolk taking Aylsham and all the non-Norwich parishes to the south-east, and Breckland district taking the rest.

This is very similar to the City of York's expansion in 1996, with Ryedale losing out most amongst the now defunct North Yorkshire districts.

I think an outer city border consisting of the A47 and A1270 makes too much sense to not go for.
