There are 18 by-elections during August and 9 already in September along with another 14 known vacancies where there is no date as yet for the by-election. 12th September - 3 Central Bedfordshire UA, Dunstable Northfields - Conservative died Hertfordshire CC, Hitchin North - Labour died North Herts DC, Hitchin Houghton Oughton- Labour died Its a bit annoying that all three of my local by-elections are on the same day now that I am starting to offer myself to help

The long awaited and carefully orchestrated resignation of Geoff Lee from Torridge District Council has now taken place. Vacancy declared at 8.30 this morning and requests for election were in by noon!

Two vacancies on Charnwood BC Chris Carter , Labour councillor for Loughborough Ashby ward has resigned - by election will be on Sept 5th Matthew Blain , Conservative councillor for Wreake Villages has also resigned - date to be announced

A notice of election has been posted for Frithville ward on East Lindsey DC to be held September 12th . Reason not given but presumably the resignation of Independent councillor Steve Doughty .

22nd August Scarborough DC, Newby - Independent resigned Scarborough DC, Ramshill - Conservative resigned I wish people would stop resigning from Scarborough council. 2 in 2009, 2 in 2010, 2 in 2012, and this will be 4 in 2013 so far. And all (but this year) on different dates!

Why is tehre such a long lead-in for the Scottish Borders election? I preumse that election law is different north of the border?

Yes, the election timetable is 28-35 working days. It was increased following the recommendations of the Gould Report into the 2007 elections.

The change was made by the Scottish Local Government Elections Order 2011 (2011 No. 399) which brought in a new version of the Scottish Local Government Elections Rules (Schedule 1). In section 1 the date of 'Publication of notice of election' was moved to "Not earlier than the thirty-fifth day before the date of the poll and not later than the twenty-eighth day before the date of the poll". Previous versions of the rule had said "Not earlier than the twenty eighth day before the date of the poll and not later than the twenty first day before the date of the poll". (Remember that weekends are not included in the calculation of time.) There is a difference between Scotland and England/Wales in that there is no requirement in Scotland for the byelection to be called; the Returning Officer sets the polling day, and the polling day must be within three months from the date of the vacancy. ( s. 37, Local Government (Scotland) Act 1973)
