I don't have the figures to hand now but from my recollection of looking at them yesterday, 1998 was almost an exact three way tie whereas in 1999 Labour moved into a clear first place and the rapid Lib Dem decline was in progress then. Of course it may not have been the same pattern of wards voting then as I think Adur still elected by thirds then so not all wards would have been up and there were a couple of single member wards.
I only ever visited Adur in the 1990s when I was based in Brighton and I was quite shocked at how grotty it was for what was then (pre-97) a very safe Conservative seat (although the council was obviously a longstanding LD stronghold at that time). Shoreham itself (Southwick) I thought not too dissimilar to Portslade and Lancing is one of the most dreary and depressing bungaloid hellholes I have ever seen (like Peacehaven but worse because its flat). I always thought Worthing quite pleasant though and the areas I would have been most familiar are those in the centre and East of the town, which is to say the area which is overwhelmingly Labour now.
