Can someone say why that Torfaen vacancy is allowed to roll on for so long? Full council election happening in May 2022, so people feeling there was no point in holding a byelection when the winner would serve only a few months. Although presumably local electors could call one if so minded, regardless of the wishes of the council and political parties.

Which maybe gives an idea of how much enthusiasm there was to fill the vacancy.

The political parties and the council officers are not empowered to call a by-election; they are dependent on two local government electors to take the action. These electors can be registered anywhere in Torfaen; they do not have to be registered in Blaenavon.
Usually one of the political parties organises two electors to do the necessary, but the whole process stays on hold, if two electors do not submit a written request.
Maybe there was a tacit understanding not to call the election, in order to save the cost of it.
It would be open for any two Torfaen electors to request the by-election in writing today and the council would be obliged to hold the election within 35 working days of the receipt of the request, notwithstanding that the term of office ends in early May.

The by-election in Worthing (Marine) on December 2nd took place because I (and a friend) called it. I think the council officers were a bit bemused at a (sort of) civilian getting the process going!

Labour HOLD. (But don't)
At a cost of £20,000 we find that the labour candidate was employed by Walsall council and so the result is void and the seat will be up, as normal, in May.

A few points on David's list of 33 pending by-elections.
1. Why is the impending vacancy at South Somerset: Neroche under the 6 month rule but the one in West Somerset & Taunton: Alcombe not?
2. Will the timing of Paul Mack's appeal allow the vacancy at Renfrewshire: Paisley Southeast to be filled in a by-election ahead of May 2022?
3. There are six vacancies prior to 01 November which are due to be contested again in May. Harrow: Kenton West, Knowsley: Page Moss, Merthyr Tydfil: Vaynor, North Hertfordshire: Letchworth East, Torfaen: Blaenavon, Welwyn Hatfield: Welwyn West If called immediately an elected Councillor will serve only 2 months before being on the election trail again. Are any of these going to be contested as by-elections?
4. There are seven vacancies where if the by-election is delayed there can then be a "double" election in May: Castle Point: St Peters, Manchester: Ancoats & Beswick, North East Lincolnshire: Park, North Hertfordshire: Hitchen Highbury, Rochford: Downhall & Rowreth Tamworth: Spital Walsall: Willenhall South Will some or most of these be deferred until May?

Regret to report the death of Tejinder Singh Dhami, Labour councillor for Dormers Wells ward on Ealing council since 2002. He was Mayor of Ealing 2018-19.
The vacancy is covered by the six months rule.
