Oh please God don't let them "time out" or be forgotten about. nah, they'll just hold a quick snap election on the current boundaries before bringing them in Given that the new boundaries will benefit them electorally (even if not as much as some originally speculated) this would make little sense even if you think a snap election is feasible. But this is Sunak we are talking about, so who knows really

I suppose to be rational about it, its another confirmation that there will be no election until next autumn, but what possible reason could there be for the delay in the Order? hinging on some deal with a Tory MP refusing to budge? concerns about a legal challenge?

who actually makes the decision to place these on the agenda (or whatever) of the Privy Council? Can their hand be forced by parliament in any way?

There is a council (but unfortunately I have forgotten which) who have now included something like "a general election called after [date in November] will be held on the new boundaries" in their election information. Of course since I'm not sure which council, or what the date was, and it's entirely possible the council was just guessing anyway, this probably isn't much help.

As I understand it, absent any 'exceptional circumstances' the Privy Council must address the BCs' recommendations within four months of their being published. So that takes us to the end of this month.
If, after four months, the PC hasn't made the necessary order, the government must give notice to parliament explaining what 'exceptional circumstances' apply. This must be done within 10 sitting days of the missed four-month deadline, with further updates every 20 sitting days thereafter until the draft order is laid before the Privy Council.
