large hall, tables socially distanced? It could work, but presumably it would be more difficult, especially for a large count. Having said that, for local by-elections it'd probably be fine - I just wouldn't want to try and have a socially distanced count for an entire council.

I don't know what it's like where you go to vote, but in my part of the world, I rock up at 7am, am the only soul there apart from the staff, we exchange pleasantries, I vote, and then I go to the railway station and buy a First Class ticket so I can have breakfast on the way to work. It would all work fine with social distancing, were it not for the railway suspending First Class food service.

Yes I was just thinking about by-elections as there are no national elections in the offing anytime soon. So there would only be a couple of thousand votes to count per ward, I would imagine. Not ideal I know, but it would get the ball rolling again

A camera trained on the counting tables and large screens set up so everyone can see would be one solution. I would be suprised if most councils didn't have this equipment avaliable, if not I'm sure the government could come up with some sort of grant scheme to make elections covid safe. Vote Out to Help Out perhaps.

At a time when DCLG are trying to merge as many councils as possible, and when local authorities have no confidence about their future financial position, I'm not sure there will be much enthusiasm from either end for working out how by-elections can safely be arranged.

Safe elections will have to be arranged at some point. Better to try it out now with by elections with lower turnouts than trying it for the first time next year, if nessecary, with no time for trials.
