Each to their own. I personally call it a papal conclave. I wouldn't call it "Vatican City Election" either. It's true that the new Pope will be Head of State of the 1,000 or so residents of the Vatican, but it's surely far more significant that he will be the spiritual leader of 1,200,000,000 Catholics worldwide and, as far as we are concerned, God's chief representative on Earth. Zardoz.

We need more equal sized constituencies!
Should Italy be really be entitled to 21 constituencies. Brazil has about 2.5 times as many catholics as italy yet a fifth the number of men in silly hats (a 1250% discrepancy).

It's two thirds of the number of voting Cardinals, plus one. The 'plus one' bit was brought in by Pope Paul VI as a precaution against a Cardinal voting for himself.

The only new candidates will be a few thousand baby Catholics who will be born or baptised in the next few days, but the Cardinals won't know who they are because they are now locked in.

It is two thirds of the votes (rounded up). So as there are 115 cardinals present, they will need 77 votes to elect.
