I wonder how many councillors lack either the technology or the knowledge to take part in meetings. The lockdown has shown that a lot of people are not easily set up for online meetings whether due to poor broadband, older computers and/or not knowing how to use the relevant services. My computer club had an online meet-up using Zoom so it was a good test. While it is satisfactory for passive observation, it does everything it can to fight against any attempt to be useful to use interactively. We've been doing play readings on Zoom, which works ok, but with the limitations you can imagine.

What is the current rule re non-attendance? What happens if an MP resigns or dies? I don't think the position has changed. A by-election has to be called by a motion in the Commons traditionally moved by the former MP's party. suppose they will just hold off for the time being.

There's a narrative building here that seems to be rattling some Labour hacks. They've also lost their General Secretary today too. They haven’t “lost” her, it was one of the entrants for worst kept secrets in Westminster that Starmer asked for her resignation on the day he was elected.

South Derbyshire District Council - Hilton Ward This is now a double vacancy following the resignation on April 26th of Cllr Andy Billings (Con) who was also Deputy Leader of the Council. Term expires 2023.
This means the ever growing Hilton ward will only have 1 out of 3 seats filled until by-elections can be held. The remaining councillor is also the County Councillor for the wider area so there will be a lot of pressure on her. This example does start to build a case for the resumption of by-elections sooner than 2021.

I have a lot of sympathy with that approach if the seat was due to elect this year or falls vacant naturally in 2021. Less so if the term runs to 2023 so depends on the 'temporary' nature of the appointment.

I suppose they could follow the example of some US States where a Governor appoints a replacement until the next scheduled election, or Massachusetts where there has to be a special election in x days.
