I'd be very surprised is proposals are debated, agreed upon, challenged in court, approved by court, written into legislation, and passed into law all before March or April next year.

What an utterly stupid, moronic, ridiculous, half-baked, insane proposal that is.

I think that's a pretty good plan actually. I'd argue that Ribble Valley (or most of it) should be in the Eastern area, but apart from that it's pretty much what I would do

Lancaster would fit in much better with Barrow-in-Furness and South Lakeland, as was suggested in the same article (and as was suggested within the local governmental reorganisation of 2007-09).

What an utterly stupid, moronic, ridiculous, half-baked, insane proposal that is. What would they call the Western one? Lune Banks??? If they are going to do it, they should create 6 unitaries. 1) Amounderness District - Blackpool, most of Wyre and Fylde. 2) North Lancashire (for want of a better name) District - Lancaster,Ribble Valley and the rest of Wyre. 3) Greater Preston District ( ) - Preston, South Ribble,Chorley and West Lancashire. 4) East Lancs District - Burnley and Pendle. 5) Lancashire Dales(better name needed) - Blackburn with Darwen,Hyndburn and . I was toying with putting West Lancashire into Merseyside, but I decided too many adjustments would be needed in Merseyside to make it work.

I suppose that's marginally less half-witted if you insist on having unitary councils everywhere. Your North Lancs is still to big though.

I would put Southport (and possibly Formby) in with the Preston/West Lancs authority and then merge the rest of Sefton with Liverpool (along with most of Knowsley)

I'd considered putting everything north of Maghull and Crosby in Sefton into a West Lancashire unitary, but that would be too small to function as a mostly urbanised unitary.

Ribble Valley is too small to function as a district and cutting down would make East Lancs/Greater Preston too big and North Lancs too small.

My experience of living in what is de facto a unitary with a population approaching 600,000 doesn't make me think unitaries of that sort of size would work well when covering a much larger area with a mix of rural areas and moderate sized towns and cities.

That's why I've proposed a differential rural/urban template for Lancashire.Mostly rural unitaries should have a lower population requirement than a mostly urbanised unitary. And, a quick question,if I may? What do you propose instead? Whole county unitaries for anything bigger than Shropshire would be hideous and the District/County structure cannot continue with the new arrangements instituted by successive Conservative-led governments.

Almost as though local government works better when it's done on an actually local basis

Rubbish. A two-tier system can work perfectly well and certainly better than massively oversized unitaries everywhere. Sometimes two-tier councils do perform poorly but that's an issue with the council, not a defect in the system.

Your plan looks OK to me. It's the really large unitaries I'm concerned about, not unitaries in general.

Yeah, the Greater Preston unitary is a bit too big, but I can imagine the huge outcry there'd be if I moved West Lancashire into Merseyside and split it between Sefton and St Helens. That's the only other viable option for West Lancs I think.

Cheshire worked pretty well. Certainly better than the current set-up.

Our county council might be a bit useless but out district council is pretty good and does something to mitigate that. It's certainly better than having all our services run from Gloucester or Cirencester.
