The current PCC was not successful in being reselected by the Tories. The selected replacement candidate, former Portsmouth South MP Flick Drummond, has just been elected as MP for Meon Valley so the Conservatives are now going to go through another selection process.
The current PCC has confirmed that he's not going to stand as an independent.
There will be concurrent elections in Portsmouth, Southampton, Basingstoke & Deane, Hart, Rushmoor, Winchester, Eastleigh, Fareham, Gosport & Havant. In New Forest, Test Valley & East Hants I'd therefore expect turnout to be very low but that's unlikely to have any real effect on the result at all.

Conservative selection for their candidate is on 29th February.
Donna Jones, Tory group leader & former council leader here in Portsmouth & candidate for Portsmouth South in December is one of the candidates. I also understand former Independent PCC (and former Conservative leader of New Forest) Simon Hayes is going for the selection too (he stood as an Indy in 2012 after he lost the Tory selection that year which was widely considered a stitch-up). I'm not sure if there are any other candidates.

Donna Jones, Tory group leader & former council leader here in Portsmouth & candidate for Portsmouth South in December is one of the candidates. I also understand former Independent PCC (and former Conservative leader of New Forest) Simon Hayes is going for the selection too (he stood as an Indy in 2012 after he lost the Tory selection that year which was widely considered a stitch-up). According to the Daily Echo, by 2 votes over former Southampton opposition leader Jeremy Moulton.
