But the margins are so close UKIP could've well won all the seats with localised targeting or some kind of pact with An Independence from Europe. If the European Elections had stayed as FPTP constituencies then UKIP would not have won seats in 1999. Which means that Farage would not have had the opportunity to become a media personality. Which means that UKIP would have remained a minor party with very little public recognition and no impact at all on national politics, and the odds of them even challenging for a European seat in 2014 would be close to zero. One for the alternative history section, perhaps. In your timeline I suspect it would be 5 Labour, 1 Conservative.

What are the two different sets of numbers you have there? North West has 8 seats in the European Parliament so you're looking for an average electorate of 634,288 using the numbers on Boundary Assistant

Cumbria and Lancashire North (661,054) (entirety of Cumbria, entire council area of Ribble Valley and Pendle, constituencies of Lancaster and Wyre, and Morecambe and Lunesdale, and those electoral wards of Blackpool North and Cleveleys not in the Blackpool council area) Lancashire Central (681,608) (Entire council areas of Blackpool, Fylde, Preston, Blackburn with Darwen, Rossendale, Hyndburn, Burnley, South Ribble, Chorley; the constituency of Wyre and Preston North). Wigan and Lancashire West (666,684) (The entire council areas of Sefton, West Lancashire, St Helens, Knowsley; the constituencies of Wigan, and Makerfield) I’d swap Ribble Valley & Pendle for Blackpool, and not bother with including Wigan in the name. Apart from that looks good.

In actual fact your map shows you have used LAs* as all of Wyre district is in your Northern seat, therefore Lancashire Central does not include Wyre & Preston North (it just includes Preston North) * but then of course you have split Wigan
