I was a bit surprised by the move from Conservative to Independent by Sue Cook in Winchester. She has been one of the more vocal and able opposition councillors. I gather there is disquiet and personality clashed in the Conservative group, as well as concern about the Government's performance.

Amber Valley Borough Council
Fay Atkinson (Belper East) and Ben Bellamy (Belper North) Labour to Belper Independents
Ben had only recently returned to being listed as Labour after a period of being an Independent.
Electoral Commission has application from 27th January for this new party.

Does Margetts have any factional notoriety? We can all make evidence-free claims about corruption (though the NEC has no involvement in local council selections) but there are in fact other reasons that people fail their panel interviews.
