There was then a by-election for Joanne Bell’s seat later that year which was won by a new independent candidate Chris Turner, with Tony Wood coming 3rd. In 2015, Turner did not stand for re-election and Tony Wood finally took the second seat. It is he who has now passed away causing the current by-election.

Reference to the Fosseway on the Leicestershire CC preview, plus the CC map, made me notice that the South-East corner of the Stoney Stanton & Croft division appears to be where the Fosseway crosses Watling Street - presumably the epicentre of Roman Britain.

Independent GAIN from Independent. (This formulation from Britain Elects.) And its a silly one isn't it - to all intents and purposes this is an Independent hold, even if different people are involved.

Agreed if you look at what was going on here -this is not a case of a completely unconnected independent popping up from nowhere, which could conceivably justify that formulation. This is a ward where the independents have been organised for a long while and the successful independent was standing with the blessing of independent predecessors - in effect, if not formally, the independents were acting as a political party.
