There were 12 by-elections during March 2019 with 4 (33%) changing hands. The results can be summarised by:
* 6 Independent candidates contesting 5 seats
Conservatives gained a seat from Thurrock Independents but lost one to a Green
- gained Thurrock, Aveley & Uplands from Thurrock Independent on a 14% swing since 2018, the first occasion they had contested seat as such
3 member ward where Thurrock Independent won in 2018, UKIP in 2012 to 2016, including 2014 by-election, with Conservatives 2004 to 2011
- lost Aylesbury Vale, Haddenham & Stone to a Green on a 21% swing since 2015 when ward had new extended boundaries
3 member ward electing Conservatives in 2015; Haddenham ward was 3 Conservative in 2011 & 2007, Liberal Democrat / Conservative / Independent in 2003
Labour gained a seat from an Independent but lost one to another Independent
- gained Southampton, Coxford from an Independent who had been a Labour councillor with the Independent grouping not contesting the seat
3 member ward where Independents won in 2014 to 2018, Labour in 2010 to 2012 & 2007, Conservatives in 2008, Liberal Democrats in 2002 to 2006
- lost Newcastle-under-Lyme, Holditch & Chesterton to an Independent on a ~ 18% swing since 2018 when the seat was created by merging two former wards
2 member ward electing 2 Labour in 2018 with the Independent runner-up; new Councillor was elected as UKIP in 2014 for the old Holditch ward.
