That's why the word "if" was used.

Occasionally, there are suggestions that general election campaigns should only be 2 weeks long. They are inevitably suggested by people who have already decided how to vote, get bored by a long campaign, and (crucially) don't think through the logic of how long it takes to make all the arrangements (administrative and campaigning).
