Very interesting, it is indeed very rare given the extensive multi-stage consultation that plans have to undergo. In at least one case, a plan has been rejected because it had to be modified extensively following the independent examiner's report. Do you know the name of the village? The name of the village is North Crawley as ricmk mentioned.

Okay, looking at the independent examiners's report the likely problem is that the proposed plan attempted to restrict development to sites identified in the plan, without identifying such sites. The examiner required sufficient sites to be identified. As the examination was this year, it is probable that this exercise had to be done quickly and perhaps with insufficient consultation.

About 2 miles from my old home. There has been a lot of consultation on this plan and a real effort to involve the community. I have not heard about any controversies on this one, it should sail through.

Here in Dorset, there will be by elections for Spetisbury Parish Council and for Lytchett Minster and Upton Town Council (East Ward) both on November 7th. The later could be somewhat interesting as there were at least some partisan candidates in May.
Bourton Parish Council mentioned above will be contested with 11 candidates, all independents.

I got these figures from the Dorset Council website and it seems to have been updated since this morning so someone else must have noticed the error. Gillett was also elected. I have no idea what the back story was in this case, but it wouldn't be the first time there has been a mass resignation leading to the revitalisation of a parish under new leadership.

Both November 28th. These are in Dorset and I have a feeling they are the result of a lack of candidates in May and again later, presmably leaving the councils inquorate.
