March 2020 electorates for London now added to Plan Builder. Includes future boundaries for Lewisham and Enfield but 13 other boroughs will be reviewed using future boundaries for which electorates are not yet available. Thanks to Peter Wilkinson for deciphering the Enfield ward data. Which boroughs? The following boroughs future boundaries were passed in advance of the 1 December 2020 and will be used in the review. 1) Barnet 2) Brent 3) Camden 4) Ealing 5) Haringey 6) Harrow 7) Hammersmith and Fulham 8) Hillingdon 9) Hounslow 10) Islington 11) Merton 12) Richmond 13) Sutton 14) Westminster Boundaries to be finalised but the commission can take into account prospective boundaries 1) Barking and Dagenham 2)Bromley 3) Greenwich 4) Havering 5) Kingston 6) Lambeth 7) Newham 8) Waltham Forest 9) Wandsworth Wards coming into effect in 2022 and new ward data provided. 1) Enfield 2) Lewisham Boroughs with new ward boundaries implemented since last review. 1) Hackney 2) Keningston and Chelsea 3) Tower Hamlets 4) Bexley 5) Croydon 6) Redbridge 7) Southwark

I'm thinking it's largely in the Middlesex boroughs - Brent, Harrow, Barnet, Hillingdon etc which have been giving me some problems but which I've found solutions for (which will probably end up not working on the new boundaries). I've gotten into a terrible mess in South London though so hopefully there might be some relief there Everything in Middlesex including Barnet except the 3 (K&C, TH, Hackney) that were reviewed in 2014. Plus Richmond, Merton & Sutton. Sutton doesn't matter too much as the boundary between the two existing constituencies is unchanged and both are within quota.

A number of local authorities in Wales have boundary reviews at the final recommendations stage, but I don't think any of these have been implemented in secondary legislation. I don't agree with Martin Whelton's categories for the London Boroughs. It is the 15 with statutory instruments completed by 1st December that are "prospective". The other 10 where reviews were still underway on that date have no standing in the legislation. 6 Taking account of local government boundaries (1) Rule 5 of Schedule 2 to the 1986 Act (factors a Boundary Commission may take into account) is amended in accordance with subsections (2) and (3). (2) In rule 5(1) (list of factors), for paragraph (b) substitute— “(b) local government boundaries which exist, or are prospective, on the review date;”. (3) After rule 5(1) insert— “(1A) In the case of a local government boundary which is prospective on the review date, it is that boundary rather than any existing boundary which it replaces, which may be taken into account under sub-paragraph (1)(b).” (4) In rule 9 of Schedule 2 to the 1986 Act (interpretation), after sub-paragraph (3) insert— “(3A) A local government boundary is “prospective” on a particular date if, on that date— (a) it is specified in a provision of primary or secondary legislation, but (b) that provision is not yet in force for all purposes. (3B) For that purpose— (a) “primary legislation” means— (i) an Act of Parliament, (ii) an Act of the Scottish Parliament, (iii) an Act of Senedd Cymru, or (iv) Northern Ireland legislation, and (b) “secondary legislation” means an instrument made under primary legislation.”

I'm almost certain that is the case, because Trumpington has a parliamentary electorate nearly twice as some other wards and the difference isn't that much smaller when you conclude local-only electors, but the usual Cambridge election nerds don't seem to have flagged this up yet. I'll contact the ONS to make sure.

They stated that they'd asked for figures for the new wards for Cambridge from the local ERO, but that it was possible they'd been given the old ones and they would check prior to February's release.

There is nothing in the ONS release calendar but I am not sure we would expect that for a correction. Tuesday is the usual day of week for their electoral statistics releases. Apart from the Cambridge query, the other issues I raised were the lack of names in Enfield and half a dozen incorrect ward codes where the code had been given for a ward of the same name in another local authority (Peartree in Welwyn had the code for Peartree in Southampton and so on). I don't know if it has been mentioned elsewhere but the BCE has updated their 2023 Review Page to list the 31 local authorities with 'prospective' wards as at 1 December 2020. Electorates for the prospective wards in ten of these have already been included in the ONS 5 th January release.

The following regions have been updated in Plan Builder: East Midlands - new unitary authority wards and electorates for North Northamptonshire and West Northamptonshire. Eastern - Cambridge has corrected electorates for new wards. The earlier ONS release had electorates based on old ward boundaries but with new ward codes. South East - new unitary authority wards and electorates for Buckinghamshire. South West - prospective 2021 wards and electorates for Cornwall and Wiltshire. Isle of Wight - prospective 2021 wards and electorates, FWIW. London - updated ward codes for Enfield and Lewisham. Prospective wards and electorates for Barnet, Brent, Camden*, Ealing, Haringey, Harrow, Hammersmith and Fulham, Hillingdon, Hounslow, Islington, Merton, Richmond, Sutton, Westminster. * Camden electorates look incorrect for some wards, as pointed out by lancastrian on the London review thread. To switch a previously saved plan to use the new wards go to the Settings menu and select Edit Plan Parameters, then select March 2020 Updated Parliamentary Electorates from the Electorate selection list. If the March 2020 Updated Parliamentary Electorates option does not appear for the above regions when creating a new plan or updating an existing one try pressing Ctrl+F5 (Windows) or Cmd+R (Mac) to force a refresh of the page.

Yes, I noticed that too. The 2019 LGBCE numbers for the local government electorates were 5934 for North and 5671 for South, a difference of 263. It does seem unlikely that the net difference would be so weighted towards North. It is not such a big issue as the Camden one, as by far the most likely outcome of the review is that the two Sutton constituencies will remain the same apart from realignment to the new ward boundaries. A similar issue occurred with the last completed review when the Met boroughs were asked to provide 2000 electorates for the new 2004 ward boundaries. There was a strong suspicion that this was beyond some of them and their numbers involved a degree of guesswork.

Hello. Just discovered BA, interesting tool. Like others struggling with saving a plan. When I saved something earlier it only brought up a .json file which had this sort of thing- it's obviously not a simple matter of save exit re-enter and open, what am I missing? I'm quite used to mapping tools (eg ArcGIS) but never come across one before that has even the promise of saving work. If it's relevant browser is Firefox. Thanks in advance for your time.
