While there is an argument that the Liberal Party instituted NI and state pensions, it's absolute bunkum to say that the Liberal Party is responsible for the Beveridge system because Beveridge was not a member of the Liberal Party at the time he wrote his report. He was commissioned as an independent specialist (and it wasn't on the subject he really wanted to write about). And it's double bunkum to claim Beveridge had anything to do with the NHS which was not the subject of his report at all - it was about Social Insurance and not health services.
