No, Carnoustie is solidly SNP at general and Scottish elections.

Luke Graham is the Conservative candidate here. MP for Ochil and South Perthshire 2017-19, so will be standing in a seat which covers part of his old constituency.
I remember hearing that Pete Wishart managed to hang on 2017 due to SNP workers from Dundee swamping Perth and driving up the SNP vote. Not sure if that will happen next time round.

Perth is quite the SNP stronghold and the Conservatives will be struggling for second-place in the city. The rural element of this constituency is good for the Conservatives, but the best chunk of it is being moved into Stirling & Strathallan constituency and its not good enough to outweigh the SNP vote in Perth city. On current polling, Luke Graham doesn't have a hope here.

Is the best chunk Kinross? The part of Strathallan ward being removed from the constituency. Kinross-shire is the SNP's weakest area but a stronger area for the Lib Dems than elsewhere in the constituency. Almond and Earn is also a stronger area for the Conservatives. Strathearn ward is quite evenly split but leans Conservative.
