Revised recommendations for Wales:
"Following examination of the representations made and taking into account the recommendations of the Assistant Commissioners, the Commission has revised: o 21 of its initial proposals in terms of their geographical make‐up, some of these changes are extensive. o 14 of the proposed names."
All constituencies are to be designated an official English and Welsh name
*Ceredigion and North Pembrokeshire / (Ceredigion a Gogledd Sir Benfro) "5.7 The Commission therefore proposes to create a county constituency from: 1. the existing Ceredigion CC; 2. the County of Carmarthenshire electoral divisions of Cenarth (1,705) and Llangeler (2,612); and, 3. the County of Pembrokeshire electoral divisions of Cilgerran (1,577), Clydau (1,170), Crymych (1,936), Dinas Cross (1,322), Fishguard North East (1,481), Fishguard North West (1,206), Goodwick (1,512), Newport (942), Scleddau (1,153) and St. Dogmaels (1,755). This constituency would have 74,377 electors which is 3% below the UKEQ of 76,641 electors per constituency."
*. South Pembrokeshire / (De Sir Benfro)

The Assistant Commissioners Report concluded that: “We recommend that the proposed South and West Pembrokeshire constituency be named South Pembrokeshire. In our opinion, South Pembrokeshire accurately describes the geographic area of the constituency.” The Commission agrees with this recommendation and therefore proposes a name for the constituency of South Pembrokeshire (with an official alternative of De Sir Benfro).
*. Caerfyrddin / (Carmarthen)
5.23 The Commission therefore proposes to create a county constituency from the County of Carmarthenshire electoral divisions of Abergwili (1,822), Ammanford (1,907), Betws (1,616), Carmarthen Town North (3,800), Carmarthen Town South (2,791), Carmarthen Town West (3,681), Cilycwm (1,155), Cynwyl Elfed (2,471), Cynwyl Gaeo (1,306), Garnant (1,535), Glanamman (1,785), Gorslas (3,160), Laugharne Township (2,236), Llanboidy (1,606), Llanddarog (1,565), Llandeilo (2,262), Llandovery (2,082), Llandybie (3,017), Llanegwad (1,949), Llanfihangel Aberbythych (1,435), Llanfihangel‐ ar‐Arth (2,155), Llangadog (1,547), Llangunnor (1,895), Llangyndeyrn (2,401), Llansteffan (1,676), Llanybydder (1,932), Manordeilo and Salem (1,765), Penygroes (2,134), Pontamman (DET)(2,123), Quarter Bach (2,156), St. Clears (2,312), St. Ishmael (2,168), Saron (3,096), Trelech (1,700) and Whitland (1,696). This constituency would have 73,937 electors which is 3.5% below the UKEQ of 76,641 electors per constituency.
5.24 There has been some opposition to the name of this constituency being in Welsh and perhaps difficult for an English speaker to pronounce. Names such as ‘Carmarthen’ or ‘Carmarthenshire’ have therefore been proposed. However, the Commission has also received support for the use of the historic Welsh name.
5.25 The Assistant Commissioners did not recommend a change to the name of the proposed Caerfyrddin constituency as the name was considered “as, or more, appropriate than those proposed in the representations that we have received.” Having considered the matter the Commission remains of the view that the appropriate name for the constituency is Caerfyrddin (with an official alternative of Carmarthen
* Llanelli / (Llanelli)
5.36 The Commission therefore proposes that a county constituency be created from: 1. the existing Llanelli CC and, 2. the City and County of Swansea electoral divisions of Gorseinon (3,199), Kingsbridge (3,275), Lower Loughor (1,821), Penyrheol (4,435), Pontardulais (4,776) and Upper Loughor (2,194). This constituency would have 78,147 electors which is 2% above the UKEQ of 76,641 electors per constituency.
5.37 Although there was not a large amount of opposition to the proposed name for the proposed ‘Llanelli’ constituency, some have felt that the parts newly included in the constituency from Swansea, or the Lliw Valley, should be recognised in the constituency name.
* Gower and Swansea West /(Gŵyr a Gorllewin Abertawe)
The Commission therefore proposes that a county constituency be created from the City and County of Swansea electoral divisions of Bishopston (2,758), Cockett (10,435), Dunvant (3,607), Fairwood (2,319), Gower (3,039), Gowerton (4,063), Killay North (3,317), Killay South (1,963), Mayals (2,199), Newton (2,831), Oystermouth (3,407), Penclawdd (3,024), Pennard (2,247), Sketty (11,976), Uplands (12,018), and West Cross (5,312). This constituency would have 74,515 electors which is 2.8% below the UKEQ of 76,641 electors per constituency
*6. Swansea East / (Dwyrain Abertawe) The Commission therefore proposes that a borough constituency is created from the City and County of Swansea electoral divisions of Bonymaen (5,122), Castle (10,544), Cwmbwrla (6,095), Landore (4,599), Llangyfelach (3,865), Llansamlet (without the Community of Birchgrove) (5,994), Morriston (13,160), Mynyddbach (7,085), Penderry (8,360), Penllergaer (2,248), St. Thomas (5,233) and Townhill (6,083). This constituency would have 78,398 electors which is 2.3% above the UKEQ of 76,641 electors per constituency.
* Neath and the Swansea Valley / (Castell‐nedd a Chwm Tawe)
5.64 The Commission therefore proposes a county constituency be created from: 1. the existing Neath CC; 2. the County Borough of Neath Port Talbot electoral divisions of Coedffranc Central, (3,006), Coedffranc North (1,835) and Coedffranc West (2,047); and, 3. the City and County of Swansea electoral divisions of Clydach (5,850), Mawr (1,485) and Llansamlet (without the Community of Llansamlet) (4,906). This constituency would have 76,747 electors which is 0.1% above the UKEQ of 76,641 electors per constituency.
5.65 So far as the name of the constituency is concerned, some have felt that the parts newly included in the constituency from the Swansea Valley should be recognised in the constituency name
. Aberavon and Ogmore / (Aberafan ac Ogwr)
The Commission therefore proposes a county constituency be created from: 1. the County Borough of Bridgend electoral divisions of Bettws (1,603), Blackmill (1,883), Blaengarw (1,314), Caerau (5,115), Llangeinor (924), Llangynwyd (2,329), Maesteg East (3,833), Maesteg West (4,342), Nant‐ y‐Moel (1,747), Ogmore Vale (2,335), Pontycymmer (1,770) and Ynysawdre (2,554) and,28 Boundary Commission for Wales 2. the County Borough of Neath Port Talbot electoral divisions of Aberavon (4,151), Baglan (5,541), Briton Ferry East (2,317), Briton Ferry West (2,172), Bryn and Cwmavon (5,137), Cymmer (2,171), Glyncorrwg (870), Gwynfi (1,054), Margam (2,294), Port Talbot (4,368), Sandfields East (DET)(5,160), Sandfields West (5,079) and Tai‐bach (3,832). This constituency would have 73,895 electors which is 3.6% below the UKEQ of 76,641 electors per constituency.
5.73 So far as the name of the constituency is concerned, most respondents were content that the proposed name speaks broadly of the area it covers.
* Bridgend (Pen‐y‐Bont)
The Commission therefore proposes a county constituency be created from: 1. the existing Bridgend CC and, 2. the County Borough of Bridgend electoral divisions of Aberkenfig (1,485), Bryncethin (994), Bryncoch (1,495), Cefn Cribwr (1,194), Felindre (2,153), Hendre (3,064), Penprysg (2,426) and Sarn (1,849). This constituency would have 73,596 electors which is 4% below the UKEQ of 76,641 electors per constituency.
*The Vale of Glamorgan / (Bro Morgannwg)
5.89 The Commission therefore proposes a county constituency be created from: 1. the existing Vale of Glamorgan CC and, 2. the County Borough of The Vale of Glamorgan electoral division of Sully (3,561). This constituency would have 74,728 electors which is 2.5% below the UKEQ of 76,641 electors per constituency.
5.90 So far as the name of the constituency is concerned, the suggested constituency name was generally accepted with most respondents content that it speaks broadly of the area it covers. There was some question over the use of the definite article in the name.
5.91 The Assistant Commissioners did not recommend a change to the name of the proposed ‘The Vale of Glamorgan’ constituency as the name was considered “as, or more, appropriate than those proposed in the representations that we have received.” * . Cardiff West / (Gorllewin Caerdydd) The Commission therefore proposes a county constituency be created from: 1. the existing Cardiff West BC; 2. the City and County of Cardiff electoral division of Llandaff North (5,449) and, 3. the County Borough of Rhondda Cynon Taf electoral division of Pont‐y‐ Clun (6,035). This constituency would have 74,844 electors which is 2.3% below the UKEQ of 76,641 electors per constituency.
* 2. Cardiff South and Penarth / (De Caerdydd a Phenarth) 5.111 The Commission therefore proposes that a borough constituency be created from: 1. the City and County of Cardiff of Adamsdown (5,730), Butetown (6,277), Grangetown (12,097), Llanrumney (7,788), Rumney (6,199), Splott (9,012) and Trowbridge (10,794) and, 2. the County Borough of The Vale of Glamorgan of Cornerswell (3,955), Llandough (1,488), Plymouth (4,526), St. Augustine's (4,696) and Stanwell (3,214). The constituency has a total of 75,776 electors which is 1.1% below the UKEQ of 76,641 electors per constituency.
* 3. Cardiff Central / (Canol Caerdydd)
The Commission therefore proposes that a borough constituency be created from the City and County of Cardiff electoral divisions of Cathays (14,857), Cyncoed (8,660), Gabalfa (6,699), Heath (9,714), Pentwyn (10,363), Penylan (9,801) and Plasnewydd (12,807). This constituency would have 72,901 electors which is 4.9% below the UKEQ of 76,641 electors per constituency
*Cardiff North and South West Gwent / (Gogledd Caerdydd a De Orllewin Gwent)
The Commission therefore proposes that a county constituency be created from: 1. the County Borough of Caerphilly electoral divisions of Risca East (4,643), Risca West (3,988), 2. the City and County of Cardiff electoral divisions of Lisvane (2,839), Llanishen (12,945), Pontprennau/Old St. Mellons (6,956), Rhiwbina (9,103) and, Whitchurch and Tongwynlais (12,672) and, 3. the City of Newport electoral divisions of Graig (4,620), Marshfield (4,611), Rogerstone (7,843) and Tredegar Park (2,922). This constituency would have 73,978 electors which is 3.5% below the UKEQ of 76,641 electors per constituency.
5.135 So far as the name of the constituency is concerned, the constituency covers the majority of the existing Cardiff North and this was an accepted name for the constituency and the area it represented. However, this would not represent the whole of the new constituency as the parts newly included in the constituency (Risca East, Risca West, Graig, Marshfield, Rogerstone and Tredegar Park) should be recognised in the constituency name

Caerphilly / (Caerffili) 4 The Commission therefore proposes that a county constituency be created from the County Borough of Caerphilly electoral divisions of Abercarn (3,881), Aber Valley (4,510), Bedwas, Trethomas and Machen (7,630), Crosskeys (2,445), Hengoed (3,671), Llanbradach (3,171), Maesycwmmer (1,707), Morgan Jones (4,909), Nelson (3,482), Pengam (2,681), Penyrheol (8,777), Pontllanfraith (6,159), St. Cattwg (5,586), St. James (4,153), St. Martins (6,335), Ynysddu (2,811) and Ystrad Mynach (3,553). This constituency would have 74,625 electors which is 2.6% below the UKEQ of 76,641 electors per constituency
* Newport / (Casnewydd)
The Commission therefore proposes a borough constituency be created from the City of Newport electoral divisions of Allt‐yr‐Yn (6,555), Alway (5,664), Beechwood (5,601), Bettws (5,452), Gaer (6,304), Liswerry (7,671), Llanwern (2,264), Malpas (6,041), Pillgwenlly (4,382), Ringland (6,160), Shaftesbury (3,767), St. Julians (6,144), Stow Hill (3,079), and Victoria (4,455). This constituency would have 73,539 electors which is 4% below the UKEQ of 76,641 electors per constituency
* Monmouthshire / (Sir Fynwy)

This constituency would have 73,862 electors which is 3.6% below the UKEQ of 76,641 electors per constituency.
*Torfaen / (Tor‐faen)
The Commission therefore proposes a county constituency be created from: 1. the existing Torfaen CC; 2. the City of Newport electoral division of Caerleon (6,889); and,Revised Proposals Report 49 3. the County Borough of Torfaen electoral divisions of Croesyceiliog North (2,762), Croesyceiliog South (1,487), Llanyrafon North (1,621) and Llanyrafon South (2,236). This constituency would have 76,639 electors which is 2 electors below the UKEQ of 76,641 electors per constituency.
*. Blaenau Gwent / (Blaenau Gwent) The Commission therefore proposes a county constituency be created from: 1. the existing Blaenau Gwent CC and, 2. the County Borough of Caerphilly electoral divisions of Argoed (1,912), Blackwood (6,168), Cefn Fforest (2,742), Crumlin (4,334), Newbridge (4,685) and Penmaen (3,946). This constituency would have 77,304 electors which is 0.9% above the UKEQ of 76,641 electors per constituency.
*. Merthyr Tydfil, Rhymney and Lower Cynon / (Merthyr Tudful, Rhymni a Chynon Isaf) 5.199 The Commission therefore proposes that a county constituency be created from: 1. the existing Merthyr Tydfil and Rhymney CC, 2. the County Borough of Rhondda Cynon Taf electoral divisions of Abercynon (4,740), Mountain Ash East (2,206), Mountain Ash West (3,159) and Penrhiwceiber (4,447), and, 3. the County Borough of Caerphilly electoral divisions of Aberbargoed (2,509), Bargoed (4,331) and Gilfach (1,525). This constituency would have 77,674 electors which is 1.3% above the UKEQ of 76,641 electors per constituency.
5.200 So far as the name of the constituency is concerned, the constituency covers the whole of ‘Merthyr Tydfil and Rhymney’ and this was an accepted name for the previous constituency and the area it represented. However, this would not represent the whole of the new constituency as the parts newly included in the constituency from the lower Cynon Valley should be recognised in the constituency name

Rhondda and Aberdare / (Rhondda ac Aberdâr) The Commission therefore proposes that a county constituency be created from the County of Rhondda Cynon Taf electoral divisions of Aberaman North (3,873), Aberaman South (3,476), Aberdare East (5,236), Aberdare West/Llwydcoed (7,324), Cwmbach (3,268), Cwm Clydach (2,198), Ferndale (3,228), Hirwaun (3,176), Llwyn‐y‐Pia (1,698), Maerdy (2,373), Pentre (3,989), Pen‐y‐Graig (4,112), Pen‐y‐Waun (2,122), Porth (4,480), Rhigos (1,414), Tonypandy (2,727), Trealaw (2,936), Treherbert (4,477), Treorchy (6,032), Tylorstown (3,327), Ynyshir (2,478) and Ystrad (4,473). This constituency would have 78,417 electors which is 2.3% above the UKEQ of 76,641 electors per constituency.
*Pontypridd / (Pontypridd) The Commission therefore proposes that a borough constituency be created from the County of Rhondda Cynon Taf electoral divisions of Beddau (3,208), Brynna (2,956), Church Village (3,530), Cilfynydd (2,116), Cymmer (4,237), Gilfach Goch (2,499), Glyncoch (2,119), Graig (1,757), Hawthorn (2,797), Llanharan (2,503), Llanharry (2,689), Llantrisant Town (3,770), Llantwit Fardre (4,738), Pontypridd Town (2,252), Rhondda (3,598), Rhydfelen Central/Ilan (3,199), Taffs Well (2,818), Talbot Green (2,029), Ton‐ Teg (3,383), Tonyrefail East (4,429), Tonyrefail West (4,641), Trallwng (2,842), Treforest (3,066), Tyn‐y‐Nant (2,567) and Ynysybwl (3,540). This constituency would have 77,283 electors which is 0.8% above the UKEQ of 76,641 electors per constituency.
*Brecon, Radnor and Montgomery / (Aberhonddu, Maesyfed a Threfaldwyn)
The Commission therefore proposes that a county constituency be created from: 1. the existing Brecon and Radnorshire CC and, 2. the County of Powys electoral divisions of Blaen Hafren (1,880), Caersws (1,835), Churchstoke (1,260), Dolforwyn (1,590), Glantwymyn (1,624),62 Boundary Commission for Wales Kerry (1,610), Llanbrynmair (761), Llandinam (1,120), Llanidloes (2,222), Machynlleth (1,654), Montgomery (1,078), Newtown Central (2,177), Newtown East (1,449), Newtown Llanllwchaiarn North (1,742), Newtown Llanllwchaiarn West (1,361), Newtown South (1,261) and Rhiwcynon (1,708). This constituency would have 79,965 electors which is 4.3% above the UKEQ of 76,641 electors per constituency

*Gwynedd / (Gwynedd) The Commission therefore proposes a county constituency be created from: 1. the existing Dwyfor Meirionnydd CC; 2. the County of Conwy electoral divisions of Betws‐y‐Coed (985), Crwst (1,623), Eglwysbach (1,206), Gower (908), Trefriw (1,035) and Uwch Conwy (1,294); and, 3. the County of Gwynedd electoral divisions of Bethel (1,025), Bontnewydd (856), Cadnant (1,437), Cwm‐y‐Glo (723), Deiniolen (1,204), Groeslon (1,297), Llanberis (1,474), Llanllyfni (851), Llanrug (1,308), Llanwnda (1,469), Menai (Caernarfon) (1,798), Peblig (Caernarfon) (1,445), Penisarwaun (1,287), Penygroes (1,284), Seiont (2,158), Talysarn (1,294) and Waunfawr (1,223). This constituency would have 73,980 electors which is 3.5% below the UKEQ of 76,641 electors per constituency.

Ynys Môn a Bangor / (Isle of Anglesey and Bangor) 9 The Commission therefore proposes a county constituency be created from: 1. the existing Ynys Môn CC; and, 2. the County of Conwy electoral divisions of Bryn (1,347) Capelulo (1,238), Pandy (1,492) and Pant‐yr‐Afon/Penmaenan (2,201); and, 3. the County of Gwynedd electoral divisions of Arllechwedd (993), Deiniol (569), Dewi (1,229), Garth (702), Gerlan (1,592), Glyder (1,288), Hendre (904), Hirael (921), Marchog (1,442), Menai (Bangor) (2,483), Ogwen (1,605), Pentir (1,678), Tregarth & Mynydd Llandygai (1,596) and Y Felinheli (1,572). This constituency would have 74,376 electors which is 3% below the UKEQ of 76,641 electors per constituency.

Conwy and Colwyn / (Conwy a Cholwyn) 5.280 The Commission therefore proposes that a county constituency be created from the County of Conwy electoral divisions of Abergele Pensarn (2,059), Betws yn Rhos (1,680), Caerhun (1,686), Colwyn (3,553), Conwy (3,386), Craig‐y‐Don (2,797), Deganwy (3,344), Eirias (2,763), Gele (3,901), Glyn (3,087), Gogarth (3,001), Kinmel Bay (4,623), Llanddulas (1,270), Llandrillo yn Rhos (6,313), Llansanffraid (1,831), Llysfaen (1,945), Marl (3,069), Mochdre (1,449), Mostyn (2,809), Penrhyn (3,911), Pensarn (2,096), Pentre Mawr (2,829), Rhiw (4,955), Towyn (1,923) and Tudno (3,703). This constituency would have 73,983 electors which is 3.5% below the UKEQ of 76,641 electors per constituency.
5.281 So far as the name of the constituency is concerned, the Commission received strong opposition to the suggested name of ‘North Wales Coast’. A significant number of representations suggested that the constituency name should acknowledge that the constituency would be comprised entirely of Conwy County Council electoral divisions, whilst also reflecting the two previous district boroughs of Conwy and Colwyn.
*Flint and North Denbighshire / (Fflint a Gogledd Sir Ddinbych) 5.288 The Commission therefore proposes a county constituency be created from:74 Boundary Commission for Wales 1. the County of Denbighshire electoral divisions of Bodelwyddan (1,639), Dyserth (1,883), Prestatyn Central (2,806), Prestatyn East (3,145), Prestatyn Meliden (1,545), Prestatyn North (4,682), Prestatyn South West (2,803), Rhuddlan (2,940), Rhyl East (3,769), Rhyl South (3,035), Rhyl South East (5,972), Rhyl South West (3,722), Rhyl West (3,481), St. Asaph East (1,376), St. Asaph West (1,318) and Tremeirchion (without the Community of Bodfari (1,039) and, 2. the County of Flintshire electoral divisions of Bagillt East (1,444), Bagillt West (1,610), Brynford (1,766), Caerwys (2,043), Cilcain (1,559), Ffynnongroyw (1,495), Flint Castle (1,570), Flint Coleshill (3,034), Flint Oakenholt (2,101), Flint Trelawny (2,767), Greenfield (2,088), Gronant (1,241), Gwernaffield (1,600), Halkyn (1,417), Holywell Central (1,423), Holywell East (1,392), Holywell West (1,785), Mostyn (1,440), Trelawnyd and Gwaenysgor (1,486) and Whitford (1,862). This constituency would have 80,278 electors which is 4.8% above the UKEQ of 76,641 electors per constituency.
5.289 So far as the name of the constituency is concerned, the Commission received representations opposing the suggested name of ‘Dee Estuary’ as respondents did not feel it represented the area the constituency covers.
*Alyn and Deeside / (Alun a Glannau Dyfrdwy) 5.296 The Commission therefore proposes a county constituency be created from: 1. the existing Alyn and Deeside CC and, 2. the County of Flintshire electoral divisions of Argoed (2,201), Gwernymynydd (1,355), Leeswood (1,590), Mold Broncoed (1,982), Mold East (1,536), Mold South (2,101), Mold West (1,908), New Brighton (2,415), Northop (2,424) and Northop Hall (1,271).76 Boundary Commission for Wales This constituency would have 80,268 electors which is 4.7% above the UKEQ of 76,641 electors per constituency.
5.297 So far as the name of the constituency is concerned, the Commission received representations that did not support the suggested name of ‘Alyn and Deeside’. However, no single alternative name was particularly suggested or favoured as an acceptable alternative.
*. Wrexham Maelor / (Wrecsam Maelor) 5.304 The Commission therefore proposes that a county constituency be created from: 1. the existing Wrexham CC and, 2. the County Borough of Wrexham electoral divisions of Bronington (2,495), Brymbo (2,951), Bryn Cefn (1,562), Coedpoeth (3,602), Esclusham (2,026), Gwenfro (1,221), Marchwiel (1,860), Minera (1,939), New Broughton (2,704), Overton (2,534), Ponciau (without the Ponciau North and South and the Rhos wards of the Community of Rhosllanerchrugog) (591). This constituency would have 75,154 electors which is 1.9% below the UKEQ of 76,641 electors per constituency.
5.305 ‘Wrexham Maelor’ was generally accepted as a constituency name with most respondents content that it speaks broadly of the area it covers, although some representations questioned the inclusion of Maelor in the constituency name.
